About PMSSS (Prime Minister’s Special Scholarship Scheme)
The Prime Minister’s Special Scholarship Scheme (PMSSS), implemented by the All India Council for Technical Education (AICTE) under the Ministry of Education, Government of India, is a landmark initiative designed to support eligible students belonging to the Union Territories of Jammu & Kashmir and Ladakh
The primary objective of the scheme is to build capacities among the youth of J&K and Ladakh by offering them financial support to pursue higher education (Undergraduate General, Professional, and Engineering degree programs) in top institutions across India outside their home UTs. Under PMSSS, selected students receive complete academic fee support along with maintenance allowance to cover hostel, food, and personal expenses.
Eligibility Criteria for PMSSS 2026–27
To apply and qualify for PMSSS counseling, candidates must fulfill the following eligibility conditions set by AICTE:
- Domicile: Must possess a valid Domicile Certificate of the Union Territory of Jammu & Kashmir or Ladakh[
- Educational Qualification: Must have passed Higher Secondary Examination (10+2) from JKBOSE or CBSE board schools located within UTs of J&K or Ladakh
- Family Income: The total annual family income from all sources must not exceed Rs. 8.00 Lakhs per annum. An authentic income certificate issued by the competent authority is mandatory.
- Course Stream: Open to candidates pursuing 10+2 stream for General Degrees (B.A, B.Sc, B.Com, etc.), Professional Degrees (B.E, B.Tech, Nursing, Pharmacy, Hotel Management, etc.), or Medical/Dental degrees through NEET/CUET where applicable

Important Instructions & AICTE Guidelines
- Tentative Schedule: The calendar of events is tentative and subject to change by AICTE
- Merit Allotment: Allotment of college, based on merit, can be viewed by candidates logging into their respective accounts on the official AICTE portal
- No College/Course Change: College or course once allotted through online counseling will strictly not be changed under any circumstances
- NEET / JEE / CUET Reporting: If results of national-level entrance exams (NEET/JEE/CUET) are conducted before SSSJKL counseling, candidates must immediately report their allotment to AICTE via the "entrance examination" tab on their student login so vacant seats can be offered to next candidates
- Subsequent Counseling Rounds: Subsequent rounds of seat allotment will be conducted only and only if the confirmation and freezing of allotted seats in Round 1 is less than 5,000
- Allotment Letter Download: Selected candidates must download their official allotment letter from the portal using their login ID
- Central Universities (DU / JMI): Students selected in Central Universities like Delhi University (DU) or Jamia Millia Islamia (JMI) via CUET may complete admission formalities as per University rules, and the AICTE SSSJKL Allotment Letter will remain valid until admission completion
- Physical Reporting & Document Verification: Upon physical reporting at the institute, the institution will verify documents and confirm student joining on the AICTE portal to freeze the se
- Online Joining Confirmation: Allowed if the academic session is delayed. Institutes must obtain written consent with Candidate ID from the student's registered email before confirming on porta
- Grievance Redressal: Grievances will be entertained strictly through email at jkadmission2026@aicte-india.org with Candidate ID, Name, and Mobile Number clearly specified
