For students in Jammu & Kashmir and Ladakh, pursuing higher education in top-tier colleges across India is a dream that often comes with a heavy price tag. To bridge this gap, the Government of India launched the Prime Minister’s Special Scholarship Scheme (PMSSS).

Managed by the All India Council for Technical Education (AICTE), this scheme is a game-changer for students aiming to study outside their home union territories. In this article, we break down everything you need to know about PMSSS—from eligibility to the application process.


What is PMSSS?

The PMSSS was designed to provide financial assistance to youth from J&K and Ladakh to pursue undergraduate studies in colleges outside the UTs. The goal is to provide exposure, improve employability, and offer quality education in fields like Engineering, Medical, Nursing, and General Degree courses.

The Financial Benefits

The scholarship is divided into two main components: Academic Fee (paid directly to the institution) and Maintenance Allowance (paid to the student).

Eligibility Criteria

To apply for PMSSS, a candidate must meet the following requirements:

  1. Domicile: Must have a valid domicile certificate of Jammu & Kashmir or Ladakh.

  2. Education:

    • Must have passed 10+2 from JKBOSE or CBSE schools located in J&K/Ladakh for undergraduate entries.

    • For Lateral Entry (into 2nd year Engineering), must have passed a Diploma from a polytechnic recognized by the State Board of Technical Education.

  3. Income: Family income from all sources must not exceed ₹8 Lakh per annum.

  4. Placement: Students must apply and get admission through the AICTE Centralized Counseling process (except for MBBS/BDS/BAMS, which require NEET).


Important Documents Required

Keep scanned copies of these documents ready before starting the application:

  • Passport size photograph and Signature.

  • Domicile Certificate of J&K / Ladakh.

  • Family Income Certificate (Issued by Tehsildar or higher).

  • Class 10th and 12th Marks Sheets.

  • Category Certificate (if applying under SC/ST/OBC/EWS).

  • Aadhaar Card.

  • Disability Certificate (if applicable).


The Admission Process: Step-by-Step

The PMSSS process is strictly merit-based and follows these stages:

1. Online Registration

Students must register on the AICTE PMSSS Portal when the application window opens (usually between May and July). You will receive a unique ID.

2. Document Verification

After registration, you must visit a designated Facilitation Center (usually local Govt. Degree Colleges in J&K/Ladakh) to get your original documents verified. Without this, you won’t be considered for the merit list.

3. Choice Filling

This is the most crucial part. You must select a list of preferred colleges and courses from the AICTE portal. Pro Tip: Choose as many colleges as possible to increase your chances of selection.

4. Counseling & Allotment

AICTE releases a merit list based on your 12th-grade marks. Seats are allotted through online counseling. If you are allotted a seat, you must "Freeze" it to confirm or "Float" if you want to wait for a better option in the next round.

5. Joining the College

Once the seat is confirmed, you will receive an allotment letter. You must report to the college within the specified timeframe to secure your admission.
