The Jammu and Kashmir Board of Professional Entrance Examinations (JKBOPEE)

has officially released Notification No. 073-BOPEE of 2026 regarding the conduct of the 2nd Round of Online Counselling for admission to 10th-Based Paramedical Diploma Courses (FMPHW/MMPHW) for the academic session 2026.

Following the completion of the first round of admissions, the board received reports of vacant seats due to non-joining, withdrawal, or seat surrender from various Government and Private Colleges across the UT of J&K and Ladakh. To fill these remaining seats, eligible candidates are invited to submit their fresh online preferences.

Who is Eligible for the 2nd Round of Counselling?

Candidates falling under the following categories are strictly permitted to participate in this upgradation and allotment round:

• No Seat Allotted: Candidates who participated in the first round but were not allocated any seat.
• Joined Candidates: Candidates who were successfully allotted a seat during the first round and have already completed their joining formalities at their respective institutions.
• Non-Participants of Round 1: Eligible candidates who qualified for the 10th-Based Paramedical Diploma Entrance Test (CET)-2026 but failed to participate or fill choices during the First Round.

Crucial Rules You Must Know (Important Note)

The board has set specific guidelines for this online registration process. Failing to follow these may result in losing your current status or seat claim:

🔴 1. Fresh Choices Mandatory: The preferences submitted by candidates during the first round are now officially deemed cancelled. Every single candidate must fill out fresh preference forms. If you do not fill fresh choices, you will not be considered for seat allotment in Round 2.

🔴 2. Institution & Discipline Restriction: If you were allocated a specific institution and course during Round 1 and you either joined, failed to join, or cancelled your admission later, you cannot opt for the exact same college and discipline in this round. However, you are free to choose other available options.

🔴 3. Retention of Previous Seat: For candidates who have already joined an institution in Round 1, if they do not submit fresh choices during this window, they will simply retain their previously occupied seat.

🔴 4. Seat Cancellation Rule: If a candidate gets fresh allotment in this round but fails to join the designated institution within the given deadline, their allotment will be cancelled instantly, and they will hold no further claim over the seat.

🎉 Great News: Counselling Fee Waived!

To assist students and make the professional educational structure affordable for everyone, JKBOPEE has officially waived off the counselling fee for this specific course. Candidates do not need to make any extra monetary payments to fill out their web options for this second round.

Seat Matrix & Allocation Guidelines

The seat allocation will purely occur based on merit-cum-preference rules. The vacant seat system follows a strict category alignment:

• Seats left vacant by Open Merit (OM) candidates in the first round will be reserved for OM candidates only.
• Seats left vacant by specific reserved categories will remain allocated to category candidates based on their general rankings.

• The comprehensive college-wise Seat Matrix will be updated on the website separately before the window opens. Candidates are highly advised to review the available slots before submitting options.
