JKBOPEE 12th Based Paramedical 3rd / Mop-up Round Counselling 2026: Online Preference Submission Schedule & Eligibility Details

The Jammu and Kashmir Board of Professional Entrance Examinations (J&K BOPEE) has officially issued Notification No. 166-BOPEE of 2026 regarding the conduct of the 3rd / Mop-up Round of Online Counselling (Upgradation/Allotment) for admission to 12th Based Paramedical Courses-2026.

Following the earlier admission rounds, several Government and Private Colleges across the Union Territory of Jammu & Kashmir reported shortfall vacancies on the online joining portal. These vacancies have arisen due to non-joining, candidate resignations, surrender of seats, or remaining unfilled during the 2nd round. Eligible candidates can now submit their fresh online preferences to secure admission or upgrade their allotted seats.

Eligibility Criteria for 3rd / Mop-up Round

The following categories of candidates are eligible to take part in this counselling process:

• Unallotted Candidates: Candidates who participated in the 1st or 2nd round of counselling but were not allotted any seat.
• Joined Candidates: Candidates who were allotted a seat during the 1st or 2nd round and have completed admission formalities at their respective institutions.
• Round 1 Non-Joining / Resigned Candidates: Candidates who were allotted a seat in the 1st round and did not join, or joined and subsequently resigned by the last joining date of the 1st round, can participate for all courses and institutions based on seat availability.
• Round 2 Allotted Candidates: Candidates who were allotted a seat during the 2nd round (whether joined or not) cannot choose the same course in the same institution during the 3rd round. However, they are eligible to apply for different courses in the same institution or for all courses/institutions during the mop-up round.
• Round 2 Admission Cancelled Candidates: Candidates who cancelled their allotted 2nd round seat on or before the prescribed admission deadline are eligible for other courses in the same institution or any course/institution in the mop-up round.
• Non-Participating Qualified Candidates: Candidates who qualified the 12th Based Paramedical Entrance Test-2026 but did not participate in the 1st or 2nd round of counselling are also fully eligible to submit fresh preferences.

Seat Allotment & De-Reservation Guidelines

1. Initial Category Allotment: The vacant shortfall seats will first be offered to candidates from their respective categories on a merit-cum-preference basis (OM vacant seats to OM candidates, and reserved category vacant seats to respective category candidates).

2. Combined Preferences: Preferences submitted during this window will be utilized for both the 3rd round and the subsequent mop-up round. No separate choice filling will be opened for the mop-up stage.

3. De-Reservation Policy: If reserved category seats remain unfilled even after the 3rd round allotment/upgradation, they will be de-reserved and converted into Open Merit (OM) seats as per the Jammu and Kashmir Reservation Act, 2004. These converted seats will be allocated to all eligible candidates strictly on merit-cum-preferences.

4. Simultaneous Vacancy Filling: Any seat vacated by a candidate undergoing an upgradation in this round will be processed and re-allotted simultaneously during the process.

Mandatory Instructions for Applicants

• Cancellation of Previous Choices: Any preferences filled during the 1st or 2nd rounds are treated as null and void. Every candidate must log in and submit fresh choices for this round.
• Mandatory Form Submission: If a candidate does not submit fresh choices during the specified period (26-08-2026 to 28-08-2026), they will not be considered for any new allotment and will retain their previously joined seat (if applicable).
• Finality of Allotment: Seats once allotted cannot be altered or reverted. Failure to report and join the allotted college within the deadline will result in automatic cancellation of the seat and forfeiture of any claim.
• Seat Matrix: A detailed updated seat matrix is uploaded separately on the official portal. Candidates should inspect available seats thoroughly before locking their preferences.
